Im really not sure what your point of arguing with me is or what point youre trying to make. I said OP was correct in stating that Phoenix is the fifth largest city in the US. What and I others pointed out is that this is not the relevant metric for looking at a population a given airport serves and thus OP misapplied this point. The MSA population (metro area) is the relevant metric (well, one of many relevant metrics), as noted by the fact that a city like El Paso has a larger population than Boston but no one is going to argue that El Paso should receive as much or more air service than Boston, given the extreme difference in metro size. And while within the city limits of Phoenix versus Philadelphia, Phoenix is the bigger city in terms of population, the Philadelphia metro area still has over 1 million more people than the Phoenix metro area though I will not be shocked if sometime in the down the road the Phoenix metro area surpasses the Philadelphia metro for total population as more people move to the Sun Belt.

The word city is actually ambiguous. City can refer to the geographic boundaries as dictated by a state legislature, or it can refer to a collection of people in a higher concentration.
Population within borders doesnt matter for someone doing business. Its MSA as described above. This is because someone living in Decatur, GA, doesnt decide to not use ATL because theyre not incorporated into the city limits. Some cities, like JAX, have strangely large boundaries that distort the actual population size and density. Others, like ATL, are artificially small due to historical racism.
All this being said, the top three answers for the OP are:
1) the phx metro area makes it the #10 city by size
2) AA has a hub there and it has typical representation for being someone elses hub
3) it already has a lot of other flights from NYC airports
WN has a hub at PHX, PHX is a focus city for DL

PHX is an operating base for WN; they don't have "hubs"...yet. PHX has never, to my knowledge, been described as a focus city by DL currently or plans for such in the future.

In regards as a focus city, the # of flights out of PHX keep climbing each year, the crew, I Have talked to say that PHX is a focus city, so that is what I'm going on, if you have other data to say differently, please present it

According to Delta Careers: Current [flight attendant] bases include ATL (Atlanta), BOS (Boston), CVG (Cincinnati), DTW (Detroit), FLL (Fort Lauderdale), HNL (Honolulu), JFK (New York City), LAX (Los Angeles), LGA (LaGuardia), MCO (Orlando), MSP (Minneapolis), PDX (Portland), SEA (Seattle), SFO (San Francisco), and SLC (Salt Lake City).

IIRC, Delta recently opened four new FA satellite bases (ie with no management on site): PHX; LAS; DFW and RDU.

The only focus cities I have have ever known DL to publicly claim were RDU, BNA, AUS and SJC; all pre covid. I guess you could include CVG as well. Since covid they have publicly backed off BNA and SJC but still claim the other two to my knowledge. PHX happens to be a rather large outstation like LAS and MCO for example but I have never heard of it publicly or internally labeled as a focus city. The number of flights may be increasing but I don't believe any new cities have been added from PHX other than the hubs.

PHX is definitely not a focus city for DL. TPG article with a quote from Amy Martin where she states there are three focus cities: AUS, CVG, and RDU.
I'm lost right now... what does any of this have to do with the OP's question?

Yeah PHX not a focus city but can confirm they have a FA base there as I spoke with a crew and have had a PHX based FA crew (who did a great job on my short ATL-BHM flight btw).......they confirmed it is a FA crew base and is very small but is a base.
